The Fisheries and Aquaculture Policy and Resources Division (FIA) is responsible for the ecological, economic, social, institutional, governance and policy aspects of FAO’s activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO’s activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology. It performs these tasks with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels, contributing to the broad goal of sustainable food and agriculture through integrated and cross-sectoral actions.
Reporting Lines
The Senior Fishery Officer (Vessels/Fishing Operations) reports to the Senior Fishery Officer, (Head of Branch) FIAO.
Technical Focus
Lead the work of the Fishing Operations and Technology Branch in the implementation of policies and work programmes related to the development of sustainable fisheries, in particular in the field of fishing vessel technology and fishing operations and with due emphasis on industrial and small-scale fisheries, stressing the importance of safe, environmentally friendly and economically efficient fishing operations and practices as well as on livelihoods of fishing communities.

Leadership and technical policy expertise for the planning, development and implementation of Departmental / Division Programmes of work, projects, products, services in accordance with Departmental objectives and FAO Strategic Objectives.
Key Functions
- Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and/or participates on Organization-wide, cross-Departmental committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies.
- Analyzes global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies.
- Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks
- Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services
- Provides technical and policy advice to Member countries and technical support to decentralized offices in the development and implementation of their programmes.
- Leads and/or collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning, on-line tools.
- Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.
- Leads and/or participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
- Provides advice on and promotes the implementation of responsible, safe and sustainable fishing operations / practices in line with the Code of Conduct for Responsible Fisheries, other international instruments, conventions, standards and arrangements;
- Collaborates with stakeholders involved with fishing vessel technology and related activities to provide technical guidance on the design, construction, equipment and operation of safe fishing vessels and at all levels;
- Develops international instruments, guidelines on sustainable fishing operations and practices, and provides technical assistance to support their uptake in national policies and strategies and their effective implementation;
- Coordinates activities within and outside the Department in matters associated with fishing vessel operations and technology and their impact on the environment, livelihoods of fishing communities and enhanced profitability of fishing;
- Coordinates activities within the Branch in matters associated with fishing harbours and infrastructure, reduction of waste as well as environmental and socio-economic damage caused by fishing operations and fishing practices;
- Collaborates with other international and national organizations, institutions and fishing industry (largescale as well as small-scale fishers) to effectively implement international instruments, conventions and arrangements that contribute to responsible, sustainable, safe and profitable fishing operations;
- Coordinates the work of the Branch in disaster preparedness, prevention and emergency response, post disaster rehabilitation and recovery, with a focus on ensuring sustainable fisheries rehabilitation and building back better
- Provides timely technical advice and clearance on matters related to vessel technology
- Performs other duties as required
Minimum Requirements
- Advanced university degree in naval architecture, marine engineering, fishing operations / technology or related fields
- Ten years of relevant experience in fishing vessel operations, fishing vessel design and construction or related fields
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills
- Work experience in more than one location or area of work is essential
- Extent and relevance of experience or knowledge in technological aspects of fishing operations in developing countries
- Ability to analyse fishing vessel-related technical and scientific information including technical studies/appraisals of fishing fleets and fishing operations
- Extent and relevance in planning, implementing and coordinating fishing fleet development-related programme activities
- Extent and relevance of experience in coordinating and liaising with international organizations on technology aspects related to the reduction of greenhouse gas emissions, safety at sea in the fisheries sector, decent working conditions and fishing vessel operations
- Knowledge of inspection and technical clearance procedures for fishing vessels with due regard to safety of life at sea and responsible fisheries operations
- Demonstrated results-based management capabilities with an ability to manage programmes, budgets and human resources efficiently under shifting priorities
- Depth of knowledge of current global issues, trends, constraints, and research needs related to vessel technology
- Ability to mobilize resources
- Extent and relevance of experience in organizing international meetings, seminars and training courses
- Extent and relevance of experience in international or national policy dialogue and instruments on sustainable fishing operations and their implementation involving stakeholders
- Demonstrated ability of write clearly and concisely, edit technical papers for publication and make effective oral presentations preferably in more than one official language of the organization
