Organizational Setting
The Fisheries and Aquaculture Department promotes policies and strategies aiming at the sustainable and responsible management
and development of fisheries and aquaculture in marine and inland waters. For this purpose, the Department provides discussion
fora, information, legal and policy frameworks, codes and guidelines, options for strategies, scientific advice, and training material,
among others. The Marine and Inland Fisheries Branch (FIAF) is responsible for the assessment and monitoring of the world fishery
resources and all programmes and activities related to assessment, management and conservation of fishery resources, including
biodiversity, threatened species, vulnerable habitats, and ecosystem concerns in fisheries management through the ecosystem
approach to fisheries (EAF).
The Marine and Inland Fisheries Branch provides information, advice and technical support to FAO Members and Regional
Fisheries Bodies in support of the sustainable management of marine and inland fisheries, through the development and
implementation of management plans, in accordance with modern assessment and management standards, international
agreements, and best practices of EAF; monitors the global status and trends of fish stocks; works on climate-change impact on
fisheries and climate-smart mitigation and adaptation measures, in the context of food and nutrition security and decent livelihoods;
and ensures cooperation and coordination with other institutions and programmes in and outside FAO, both governmental and nongovernmental,
concerned with responsible fisheries.
Reporting Lines
The Fishery Officer (Resources) reports to the Senior Fishery Officer, (Head of the Marine and Inland Fisheries Branch).
Technical Focus
• Conduct activities, research and analysis on issues related to the management and conservation of marine fishery
resources and more in detail in one or more of the following areas of FIAF’s work:
• Stock assessment and monitoring of the state of wild fishery resources and elaboration of resource management advice;
• Development and implementation of quantitative indicators and measures for Ecosystem Approach to Fisheries (EAF);
• Analysis and evaluation of policy impacts on fisheries and management.
Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of Departmental/Division
programmes, projects, products and services in accordance with Departmental/Division objectives and FAO Strategic Objectives
and in alignment with the Organization’s Gender Policy.
Key Functions
• Plans and leads components of multi-disciplinary teams, leads and/or participates on Organization-wide, crossDepartmental
committees, project teams, and working groups and/or provides specialized expertise on technical networks
and/or international technical policy and/or international technical policy and standard setting bodies.
• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and
databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products
and/or services.
• Designs and conducts research, data collection, validation, analysis and/or reporting activities, from a gender perspective,
to support the development of technical standards, international instruments, innovative cross-sector approaches, new
tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/
specialist/advice and expertise
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to
Decentralized Offices and provides technical backstopping to field projects.
• Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and
knowledge sharing activities within member countries such as policy support, organizational development and individual
learning events including preparation of related information, learning materials, on-line tools.
• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise
at international/intergovernmental meetings.
• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
• Participates in the periodic assessment and reviews of fishery resource status in the countries and regions assigned;
• Leads capacity development activities, either through training courses, projects or ad hoc means in stock assessment
and EAF
• Acts as Technical Secretary to committees, working parties and working groups of regional fishery organizations to
promote sustainable fisheries in line with international instruments
• Promotes the development of the theory and methods that are fundamental to fish population dynamics and fishery
ecosystem studies, including environmental, social and economic aspects
• Provides technical support and advice to member states, regional fishery institutions and field projects in areas assigned
• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in biology, fishery science, marine ecology or related fields.
• Seven years of relevant experience in quantitative analysis and assessment of fishery resources and ecosystems.
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese,

• Work experience in more than one location or area of work, particularly in field positions is desirable

• Extent and relevance of experience in providing scientific support and advice to national, regional and global fisheries
research and management institutions
• Working knowledge of English is considered a strong asset
• Relevant programming skills using open-source language R or Python is desirable
