The proposal preparation grant will support teams to prepare a full proposal for a rigorous impact evaluation of the Financial Inclusion for Smallholder Farmers in Africa Project (FISFAP)in Ghana and Kenya. The purpose of FISFAP is to promote access to financial and non-financial services for smallholder farmers (SHFs) through financial institutions and agriculture value-chain actors, especially agro-dealers, aggregators, warehouse operators and farmer-based organisations.

The research will provide AGRA and its partners a better understanding of factors that facilitate and/or inhibit delivery and adoption of financial and non-financial services and will robustly measure the effect of these services on SHFs.

Grants under this window will be provided in two phases:

Phase 1: Proposal preparation grant phase will support the preparation of an impact evaluation proposal that is evaluable and relevant, and is aligned with AGRA’s programming and learning needs.

Phase 2: The teams will submit full impact evaluation designs and budgets to 3ie using 3ie’s full impact evaluation proposal template, by the end of phase 1. AGRA will award the research team a grant to conduct the impact evaluation under 3ie’s standard terms and conditions.

The deadline to apply for proposal preparation grants is 13th July 2016.
